The cost that everyone can acquire different armours changes dramatically so it can't be put into the chart. Things that are difficult to put into the chart such as pricing are also a reason to separate by armour class. It can however absorb far fewer 10 pen bullets than a hypothetical class 4 piece of armour with the same effective durability. For example, paca has a high effective durability, but a very low class. Effective durability is completely unrelated to armour class, so the armour class is important to be able to sort separately. If my understanding is correct then effective durability is only really useful for comparison when comparing to armours within the same armour class.
